New Regulations for Converting Foreign Driver’s Licenses in Vietnam

As of October 1st, 2023, a new requirement has been implemented for foreigners seeking to convert their foreign driver’s license into a Vietnamese one. Now, individuals must possess a temporary residence card issued by the Immigration Department to initiate the conversion process.

This regulation affects foreigners residing in Vietnam who wish to legally drive within the country using a Vietnamese driver’s license. The introduction of the temporary residence card prerequisite aims to streamline the process and ensure compliance with local laws governing driving privileges for non-citizens.

Moreover, Vietnamese nationals living overseas who benefit from a visa exemption for a duration of 5 years must also undergo a study program and take an examination to acquire the Vietnamese driver’s license. This requirement extends to overseas Vietnamese seeking to drive within Vietnam using a locally recognized license.

The new provisions signify a shift in the criteria for obtaining a Vietnamese driver’s license, emphasizing the importance of legal documentation and knowledge assessment for both foreigners and eligible Vietnamese expatriates. These measures aim to enhance road safety and regulatory adherence while accommodating the driving needs of foreign residents and Vietnamese citizens returning from overseas.
